Can a domestic living room/kitchen door be held open by an electro-magnetic latch, and operated by the smoke alarm?
As there is no domestic fire panel.

I'm guessing you have a domestic style smoke alarm close to the kitchen/living room door.
Google the words "smoke alarm door holder". You will find quite a few varieties of magnetic fire alarm door holders. Many brands of door holders can work with the ability to use utility power.
Most smoke alarms for domestic use have the ability of operating a relay. The relay can be used to turn on and off the door holder. Contact technical support for the manufacturer of the smoke alarm you're using, and find out about this relay.
Talk to an electrician for installation. Have the electrician wire and install the relay and the door holder according to the instructions that come with the relay.
